Monday, September 30, 2019

The Judicial Council of the Tenth Circuit has issued an order that publicly reprimands U.S. District Judge Carlos Murguia of the District of Kansas for several forms of misconduct, including sexual harassment and other inappropriate behavior during and outside of official court duties. In doing so, the Judicial Council followed the Judiciary’s process for addressing judicial misconduct complaints that is mandated by statute and informed by the Code of Conduct for U.S. Judges. A description of this process and the applicable rules and Code of Conduct are publicly available. The rules and Code of Conduct were most recently amended in March 2019 to incorporate recommendations made by the Federal Judiciary Workplace Conduct Working Group.
