On November 13, 2017, the United States Supreme Court’s electronic filing system will begin operation. While paper will remain the official form of filing as under existing practice, parties represented by counsel will also be required to submit most documents through the new electronic filing system. Attorneys who expect to file documents electronically will need to register in advance for the system. The 2018 proposed 10th Circuit Local Rules have been posted for public comment. From September 5, 2017 through October 31, 2017 the court will accept comments from all interested parties regarding the proposed changes. Comments should be directed to clerk@ca10.uscourts.gov. A memo explaining the proposed local rules changes is included below. Also included are blackline and redline versions of the rules. There are no major Fed. R. App. P. changes for 2018.

The 10th Circuit Court of Appeals has upgraded its CM/ECF system to the Next Generation of CM/ECF ("NextGen"). In order to file with court from this point onward, you must have an upgraded PACER account, and you must link your PACER account to your ECF account. Documentation on how to upgrade your PACER account and how to link your PACER account to your ECF account are posted below. You do not need to register for a new ECF account if you already have one- you only need to link it to your PACER account.
